1. What Is the PATI Recalibration Program?
The PATI Recalibration Program is a special program to legalise illegal foreign workers in the Malaysia to become legal foreign workers employed by eligible employers subject to strict conditions decided by the Government through the Immigration Department of Malaysia (JIM) and the Ministry of Home Affairs (KDN).
勞工漂白計(jì)劃2.0是一項(xiàng)特殊計(jì)劃，旨在將我國(guó)的非法外國(guó)人正規(guī)化為合法外國(guó)勞工，這些非法外國(guó)勞工將通過(guò)馬來(lái)西亞移民局（JIM）和內(nèi)政部（KDN）決定的嚴(yán)格條件而成為合法雇用勞工。
2. Who Is Eligible To Participate In This Program?
Employers from Manufacturing, Construction, Agriculture, Plantation, Mining & Quarrying, Security Guards (Nepalese nationals (male), Domestic Foreign Maids (PRA) and Services sectors.僅限制造業(yè)、建筑業(yè)、農(nóng)業(yè)、種植業(yè)、采礦業(yè)和采石業(yè)、保安人員（尼泊爾國(guó)民（男性）、外籍家庭傭工 (PRA) 和服務(wù)業(yè)）的有效雇主；
Service Sub Sectors such as – Restaurants, Cleaning Services, Wholesale & Retail, Cargo Handling, SPA, Reflexology, Kedi (Men), Hotels, Resorts on Resort Islands, Laundries, Scrap Metal and Land Warehousing。 服務(wù)子行業(yè)，例如 – 餐廳、清潔和洗衣、批發(fā)和零售、貨物裝卸、SPA、足底按摩、Kedi（男士）、酒店、度假島上的度假村、廢金屬回收和土地倉(cāng)儲(chǔ)；
Subject to the quota approved by the Malaysian Immigration Department and the Ministry of Home Affairs (KDN) for Security Guards.須受馬來(lái)西亞移民局和內(nèi)政部（KDN）批準(zhǔn)的保安員配額限制；
Compliance with existing foreign worker employment conditions such as nationality, gender, age limit, levy payment, pass qualification and so on; AND遵守現(xiàn)有的外籍勞工雇傭條件，如國(guó)籍、性別、年齡限制、征費(fèi)支付、準(zhǔn)證資格等
Not in suspected list and blacklist.不在嫌疑人名單和黑名單上，有的話要處理一下哦
Not Declared bankrupt and have pending cases with JIM.未宣布破產(chǎn)而且沒(méi)有與移民局（JIM）未解決的案件
3. Who is NOT eligible to participate in this Program?
Employers from Textile Businesses, Goldsmiths, Barbers, Welfare Homes and Recycling不適用的行業(yè)是 – 紡織企業(yè)、金匠、理發(fā)師、福利院和回收；
4. What is the eligibility of PATI to participate in this program?
This program is open to foreign workers who fulfil the terms and conditions as follows:
Only 15 source countries for other sectors ONLY (Indonesia, Bangladesh, Thailand, India, Philippines, Cambodia, Laos, Nepal, Myanmar, Sri Lanka, Vietnam, Pakistan, Turkmenistan, Uzbekistan and Kazakhstan)外勞 – 來(lái)自 15 個(gè)國(guó)家（印度尼西亞、孟加拉國(guó)、泰國(guó)、印度、菲律賓、柬埔寨、老撾、尼泊爾、緬甸、斯里蘭卡、越南、巴基斯坦、土庫(kù)曼斯坦、烏茲別克斯坦和哈薩克斯坦）
Only 9 source countries for PRA Foreign Maids ONLY (Thailand, Cambodia, Nepal, Laos, Vietnam, Philippines, Sri Lanka, India and Indonesia)女傭 – 只有9個(gè)國(guó)家（泰國(guó)、柬埔寨、尼泊爾、老撾、越南、菲律賓、斯里蘭卡、印度和印度尼西亞）；先注冊(cè)RTK 2.0，詳細(xì)情況將在稍后通知；
PATI who has committed an offense on or before December 31, 2022 below:
Section 6(1)(c) i.e., entering and staying in this country without having a valid passport under the Immigration Act 1959/63.
Section 15(1)(c) i.e. overstaying under the Immigration Act 1959/63;
Rule 39(b) which is breaching the conditions of a pass under the Immigration Regulations, 1963
PATI who has registered in the Rehiring Program and the 6P Program.
Have a valid country travel document that is still valid for at least 18 months.
PATI does not run away from their employers.
Not in Suspected List and Blacklist
Have undergone health screening (FOMEMA) and certified (Fit to work)
在 2022 年 12 月 31 日或之前犯下以下條規(guī)：
– 根據(jù) 1959/63 移民法，第 6(1)(c) 條例 ，在沒(méi)有有效的簽證的情況下進(jìn)入和逗留我國(guó)；
– 根據(jù) 1959/63 移民法，第 15(1)(c) 條例，逾期居留；
– 違反 1963 年移民法第39(b) 條例規(guī)定的簽證條件；
? 已注冊(cè) Rehiring Program 和 6P Program 的 PATI；
? 持護(hù)照有效期至少為 18 個(gè)月的 PATI；
? 不可以在移民局（JIM）系統(tǒng)中有被前雇主有舉報(bào)潛逃記錄；
? 沒(méi)有在嫌疑人名單和黑名單上有記錄；
? 通過(guò)FOMEMA健康檢查；
5. What is the age requirements for PATI to participate in this program?
The age requirement for PATI is 18 to 49 years at the time of registration.注冊(cè)時(shí) PATI 的年齡限制為 18 至 49 歲；
6. What is the duration of this Program implemented?
This program is extended until December 31, 2023.截至到23年底。
7. Does The Program Involve Vendors or Third Parties?
This program is run entirely by the Malaysian Immigration Department (JIM) and the Ministry of Home Affairs (KDN)該項(xiàng)目完全由馬來(lái)西亞移民局（JIM）和內(nèi)政部（KDN）管理，暫未授權(quán)第三方；
8. Are there certain sectors that limit foreign workers from source countries to participate in this Program?
Male workers from the Philippines are allowed to work in all sectors while female workers are for maids only.
Workers from Nepal are allowed to work for all sectors including the Security Control sector (as Security Guards).
Construction Sector
? 允許菲律賓的男性工人在所有部門工作，而女性工人只能從事女傭工作；
? 允許來(lái)自尼泊爾國(guó)家的雇員在所有部門工作，包括安全控制部門（作為保安人員）。
While for contractors in the construction sector, employers can choose to use the services of the Construction Labor Exchange Center Berhad (CLAB) through www.clab.com.my or with the Malaysian Immigration Department (JIM) through RTK 2.0.
而對(duì)于建筑行業(yè)的承包商，雇主可以選擇通過(guò) www.clab.com.my 使用建筑勞務(wù)交流中心有限公司（CLAB）的服務(wù)，或通過(guò) RTK 2.0 使用馬來(lái)西亞移民局（JIM）的服務(wù)申請(qǐng)。
9. Please refer to the Basic Conditions and Criteria for the Recalibration Program 2.0 before registering on the RTK 2.0. If a mistake occurs during registration in the RTK 2.0 process, it is the employer responsibility.
如果在RTK 2.0 門戶中注冊(cè)時(shí)出現(xiàn)錯(cuò)誤，則由雇主負(fù)責(zé)。
10. Employers are advised not to try to obtain a Temporary Work Visit Pass (PLKS) for employees by giving false statements, the Application will be CANCELED and COURT action will be taken under the provisions of the Immigration Act 1959/63.
建議雇主不要試圖通過(guò)提供虛假陳述為雇員獲得臨時(shí)工作訪問(wèn)準(zhǔn)證 (PLKS)，如果被發(fā)覺(jué)，申請(qǐng)將被取消，并將根據(jù)移民法 1959/63 的規(guī)定采取法庭行動(dòng)。
